John Carradine plays a vicious German spy who is ready to go to any length to achieve his goal. The story is set in the docks of San Francisco, where Nazi spy Carl Decker poses as a harmless optometrist. The film opens to where Decker is being robbed of his codebook, which also contains the names of all the enemy agents in the area. Decker and Marlow, another spy who just arrived in the area to have his orders decoded by Decker, go off in search of the present owner of the book, who is also one of the Nazi spies operating in the area. Marlow, however, has a nasty streak to him, and ends up murdering a few people in his quest to retrieve the codebook. He ends up blackmailing the owner of a boarding house owner, Mrs. Hausner with impending threats to her family still living in Germany, and not being shy about using his gun when the situation arises. Marlow eventually shoots another Nazi collaborator Maxwell Kramer, who is running out and Marlow believes will rat on him and Decker, and the crime is pinned on Jerry Donovan, the fiance of Mrs. Hauser's helpless daughter, Freda. Jerry, who was about to take a loan from Maxwell, was at Kramer's office when the murder took place, and was caught at the wrong place at the wrong time. In the mean while Kramer had earlier warned the FBI about the presence of Nazi spies in America to safeguard the interests of other German Americans, which results in a raid at Deckers shop and many spies being caught except Marlow. Eventually Marlow has to prevent the Maxwell murder from coming back to him, while avoiding capture at the same time.
